Mission and Washington Utility Box Mural
Target Zero Region 12, Chelan-Douglas Transportation Council, and DRIVE NCW Coalition are seeking an artist or team of artists to create a mural on the utility box at Mission and Washington St in Wenatchee.

GENERAL INFORMATION/PROJECT DESCRIPTION:

The goal of the project is to create a mural (vinyl wrap) on the utility boxes located on the corner of Washington and Miller Street. The mural should be representative of traffic safety for all road users, Wenatchee, and the Wenatchee Valley. Some possible design themes could include neighborhood identifiers (i.e. Washington Park features), river aquaculture, landscaping for pollinators, outdoor recreation, Wenatchee, or others. Abstract designs are also allowed. The murals must be suitable for public viewing by all ages.
The design should take into consideration safe road use for all and what traffic safety means to the artist. The Western facing side of the box will need to be a grid map view that labels the bike routes from Washington Park down to the Columbia River.

ARTIST REQUIREMENTS:
• The artist may be an individual or team.
• Artists are asked to submit evidence of work experience and past projects as they relate to this call specifically addressing evidence of:

• Experience relevant to this type of project
• Evidence of communication skills: verbal, written, and visual
• Experience working with other design professionals and/or with communities
• Availability/ability to begin work promptly and meet project schedules

• Professional artists or teams living in Washington, Oregon, and Idaho may apply by submitting the requested materials to the City of Wenatchee, which is administering the project. Highest consideration will be given to proposals from artists from Washington State, although that will not be the only criterion used to judge applicants. The submittal must demonstrate an ability to successfully complete the project and fulfill the project criteria as described in this prospectus.

BUDGET:
The project budget is $5,000 and is being provided by Target Zero Grant Funding. The final budget must be all-inclusive; covering all costs associated with the project including design and installation. This amount must also include applicable taxes. Taxes, insurance, and necessary licenses are the responsibility of the artist(s) but travel costs may be factored into the overall cost of the project.

SUBMITTAL GUIDELINES:
Please include the following with your submittal:

• A one-page cover letter that includes a brief statement of your interest in the project, collaborative skills, relevant experience, and technical ability.
• Current resume(s) of the artist/contractor(s) and any other team members.
• Reference list that includes the names, addresses, and phone numbers of three professional references who can speak to the quality of your artwork and ability to meet schedule & budget requirements.
• A summary of previous, related projects containing up to a total of 12 images. The summary may be up to four pages in length. The identification for images must include the artist’s name, title of work, brief project description, dimensions, date of completion, location of artwork, commissioning agency, budget, and collaborators with whom you worked (if appropriate).
• Artist or teams should submit all materials listed above for each team member as one package.

Incomplete or late submissions will not be considered.

SELECTION:
Target Zero and DRIVE NCW Coalition will decide on two to three artists as finalists based on qualifications, the strength and quality of past work as demonstrated by their resume, and images of past projects. Finalists will be asked to prepare a quick, concept sketch with a description of their idea for the design. The information will be provided to the Wenatchee Arts, Recreation and Parks Commission for review and selection at their July meeting. Artists are welcome to attend the meeting or participate via Teams.
All decisions of the Arts, Recreation and Parks Commission are final. If selected the artist or team is expected to enter into a formal contract with the City of Wenatchee for the final design and installation. The selected artist or team will be required to obtain a Washington state tax identification number, a City of Wenatchee Business License and provide proof of insurance.

PRELIMINARY SCHEDULE:
The following is the preliminary schedule for the project and is subject to change. Changes to the final installation deadline will be at the mutual agreement of the artist, Target Zero, and the City of Wenatchee and may be subject to change. The ideal completion would be prior to September 30th, 2026.
